Work Description: Monitors, analyzes, coordinates, and assists with compliance of federal, state, and local laws, ordinances, rules, and regulations related to natural gas distribution system compliance under DOT (PHMSA) and TPUC. Administers, coordinates, and oversees regulatory compliance programs for KUB’s natural gas distribution system. Conducts research and develops policies and procedures for the installation, operation, and maintenance of KUB’s natural gas distribution system specifically related to pipeline integrity management. Works with various stakeholders either to develop new or to enhance existing work processes and compliance programs to ensure adherence to regulatory requirements. Responsible for the creation and revision of standards, specifications, manuals, and standard operating procedures. Provides inspections and direct support for field construction activities. Provides or coordinates training on any resulting process change and/or for communication of distribution integrity management requirements. Performs or coordinates research and/or inspections of new and existing natural gas utility systems and makes recommendations concerning methods or techniques to assist in attaining, maintaining, or exceeding compliance with applicable regulations and/or standards (including but not limited to API, ASME/ANSI, NACE, etc.). Provides technical assistance to other employees, customers, consultants, and contractors. Collects and analyzes compliance data and submits compliance reports when required. Conduct educational/promotional programs in order to promote utility awareness. Works on special projects and assignments as required. May participate with other cross-functional teams within KUB, occasionally assuming a leadership role to address specific project goals and objectives. Must complete KUB’s Gas Operator Qualification program and maintain certification.

- Bachelor’s degree in a construction management, engineering discipline, engineering technology, environmental science, materials science, or closely related field
- Proficiency with PC skills, including MS Office products (i.e., Word, Excel, Project, Access)
- Strong analytical and project management skills
- Excellent written and oral communication skills
- Ability to work independently on projects in a timely manner
- Valid driver’s license
Physical Demands: Works primarily in an office setting, but regular field visits and field activities are required. These field visits may include: emergency response activities and support beyond normal business hours, heavy lifting or strenuous work and mobility over rough terrain. Requires bending, stooping, lifting, and working in awkward and strenuous positions at times. Occasionally requires above normal mental and visual alertness.

- Advanced degree in construction management, engineering discipline, engineering technology, environmental science, materials science, or closely related field
- Two (2) to three (3) years’ experience related to regulatory compliance and/or gas utility
- Strong PC skills including database experience and familiarity with geographic information systems
- Background in the utility industry and operational aspects of natural gas distribution
- Background in risk management, reliability, and/or safety measurements
- Experience with field construction processes and construction methods
- Understanding of pipeline materials and risks associated with transportation, distribution, and maintenance
- Knowledge of Code of Federal Regulations, Title 49 Parts 192
- Strong interpersonal and team skills
- Ability to direct the work of others
